This paper uses a multi-level governance lens to explore a case of non-compliance with EU legislation in Hungary and expands historical institutionalist explanations of EU laggards. Despite adopting the European Union's (EU's) limit of 10 ppb arsenic in drinking water, parts of Hungary do not comply. To explain this deficit, the paper examines the match between discourse incorporated into policy and held by policy actors in Hungary. Multiple points of mismatch are found that influence implementation because of governance structures, adding specificity to explanations of ‘goodness of fit’ between EU and national policy.  相似文献

Elemental mercury (Hg0) is a metal with a number of atypical properties, which has resulted in its use in myriad anthropogenic processes. However, these same properties have also led to severe local subsurface contamination at many places where it has been used. As such, we studied the influence of various parameters on Hg(II) sorption onto pyrite (pH, time, Hg(II) concentration), a potential subsurface reactive barrier. Batch sorption studies revealed that total Hg(II) removal increases with both pH and time. X-ray absorption spectroscopy analysis showed that a transformation in the coordination environment at low pH occurred during aging over 2 weeks, to form an ordered monolayer of monodentate Hg-Cl complexes on pyrite. In column studies packed with pure quartz sand, the transport of Hg(II) was significantly retarded by the presence of a thin pyrite-sand reactive barrier, although dissolved oxygen inhibited Hg(II) sorption onto pyrite in the column.  相似文献

Global land use patterns and increasing pressures on water resources demand creative urban stormwater management. Strategies encouraging infiltration can enhance groundwater recharge and water quality. Urban subsoils are often relatively impermeable, and the construction of many stormwater detention best management practices (D-BMPs) exacerbates this condition. Root paths can act as conduits for water, but this function has not been demonstrated for stormwater BMPs where standing water and dense subsoils create a unique environment. We examined whether tree roots can penetrate compacted subsoils and increase infiltration rates in the context of a novel infiltration BMP (I-BMP). Black oak (Quercus velutina Lam.) and red maple (Acer rubrum L.) trees, and an unplanted control, were installed in cylindrical planting sleeves surrounded by clay loam soil at two compaction levels (bulk density = 1.3 or 1.6 g cm(-3)) in irrigated containers. Roots of both species penetrated the more compacted soil, increasing infiltration rates by an average of 153%. Similarly, green ash (Fraxinus pennsylvanica Marsh.) trees were grown in CUSoil (Amereq Corp., New York) separated from compacted clay loam subsoil (1.6 g cm(-3)) by a geotextile. A drain hole at mid depth in the CUSoil layer mimicked the overflow drain in a stormwater I-BMP thus allowing water to pool above the subsoil. Roots penetrated the geotextile and subsoil and increased average infiltration rate 27-fold compared to unplanted controls. Although high water tables may limit tree rooting depth, some species may be effective tools for increasing water infiltration and enhancing groundwater recharge in this and other I-BMPs (e.g., raingardens and bioswales).  相似文献

In this study, we investigate whether traditional swidden agriculture on nutrient-poor tropical soils can sustainably support a growing indigenous population within Manu National Park, Peru. Based on interviews with 50 Matsigenka farmers, as well as GPS mapping and field visits, we established the location and size of all 124 swidden gardens cultivated in 2000 and 2001. Using a GIS-based soil map of Manu Park, we identify the total extent of potential arable land (1) throughout the park zones currently available for Matsigenka habitation, and (2) within the vicinity of the two study communities. Taking into account current per capita garden size, cultivation and fallow practices, we calculate the maximum human carrying capacity of swidden agriculture for (1) all available park zones and (2) the immediate vicinity of the two current communities. Even given the second, highly limited scenario, the sustainable human carrying capacity is estimated to be 2,138 individuals, which is far higher than the current population of about 420 people. Thus, arable land does not appear to be a limiting factor for the growth of the indigenous population in Manu Park at the current time. Other possible limiting factors for population growth are identified and discussed. We conclude that a conservation policy of population stabilization around the current settlements is viable in that it will not result in reduced resource availability over the next few decades, and that the challenge is to identify and mitigate the forces causing population fissioning and spread. Notwithstanding recent gains, women have still not achieved parity with men in the workplace. This is further complicated by common negative images of pregnant women (Taylor and Langer, 1977). The present study investigated (1) stereotypes about pregnant working women, and (2) the effect of an employee's pregnancy on performance evaluation. In the first study, subjects' attitudes about pregnant employees were assessed via questionnaire. Substantial negative stereotyping was found to exist, especially among males. In Study 2, subjects viewed videotapes of either a pregnant or a non-pregnant women doing assessment-center-type tasks and were asked to evaluate her performance. When the employee was pregnant, she was consistently rated lower compared to when she was non-pregnant. A main effect of rater sex and a rater sex by pregnancy condition interaction were found, indicating that males assigned lower ratings than females and were also more negatively affected by the pregnancy condition. Implications for organizational policy regarding employee pregnancy and performance appraisal systems are discussed.  相似文献

In a commitment to zero ozone depletion, the United Nations and the U.S. Environmental Protection Agency (EPA) have called for the phase-out of the manufacture and import of hydrochlorofluorocarbons (HCFCs), used as auxiliary blowing agents (ABAs) in the manufacture of polyurethane foams. As a result, more environmentally benign alternative ABAs are being sought by the foam-blowing industry. This study examined the life cycle of HCFC-22, hydrofluorocarbon-134a (HFC-134a), and cyclopentane, which are currently used or considered as potential alternative ABAs in the manufacture of rigid polyurethane foams that serve as insulation in a model North American refrigerator. The raw material extraction/refining, manufacturing, use, and disposal stages of the life cycle of each ABA were considered, and their resulting relative impacts on ozone depletion and global warming were compared. The manufacturing, use, and disposal stages were determined to affect ozone depletion and global warming to the largest extent, emphasizing the need for a greater focus on pollution prevention opportunities in these stages. The HFC-134a life cycle yields no impact on ozone depletion and a significantly decreased global warming impact compared with its predecessor, HCFC-22, and a tradeoff of slightly higher global warming impact and fewer added safety concerns compared with its more flammable counterpart, cyclopentane.  相似文献
